YOU MUST SIMPLY HAVE AN APPROVED HOME STUDY FOR INTERNATIONAL ADOPTION FROM A LICENSED OR APPROVED ADOPTION  AUTHORITY  IN YOUR STATE. 

WHAT IS A HOME STUDY? It is a written study about you, seen as a family unit, using criteria determined by your state's regulations, to determine if a child should be placed in your family for adoption.  All states' criteria are similar. For international adoption, there are additional criteria for the US. Citizenship and Immigration Services (CIS). The home study must be written by a person or agency authorized in your state. 

INDIVIDUAL COUNTRIES MAY HAVE RESTRICTIONS ON WHO MAY ADOPT CHILDREN FROM THAT COUNTRY.
